Scholarships in Canada for international students in 2026: what exists for Cameroonians
Federal scholarships, Quebec merit scholarships, exemptions reserved for Cameroon: who is eligible, who applies, and the 2026 dates, checked at the source.
"Free scholarships in Canada for foreigners 2026" and "Canada excellence scholarship" are hitting record search levels in Cameroon. The honest answer fits in one sentence: scholarships exist, but almost none can be applied for alone, from Douala, without an admission to an institution. Here is what the governments of Canada and Quebec publish, checked on their websites on October 17, 2026.
The rule to know first
For the Government of Canada scholarships listed on EduCanada, international students cannot apply directly: the Canadian host institutions apply on their behalf. A scholarship is therefore sought with, or after, an admission. Anyone promising you a scholarship without an institution is selling you something else.
Federal scholarships open or closed to Cameroonians
The Study in Canada Scholarships offer $10,200 CAD for one semester and $14,000 CAD for five to six months at the graduate level, but Cameroon is not one of the eligible countries. In sub-Saharan Africa, the list includes Senegal, Côte d'Ivoire, Burkina Faso and Nigeria, among others.
The Canadian International Development Scholarships 2030 (BCDI 2030) include Cameroon among their 26 countries. You cannot register directly: you go through the program's partner institutions.
The Canadian Francophonie Scholarship Program, long known in Cameroon, no longer appears on EduCanada's list in 2026. Its last phase found ended on September 30, 2025.
Doctoral and postdoctoral: Vanier and Banting have new names
The Vanier and Banting programs no longer accept applications. They are replaced by the Canada Graduate Research Scholarship – Doctoral, $40,000 CAD per year for 36 months, and the Canada Postdoctoral Research Award, $70,000 CAD per year for 24 months. A share is reserved for international applicants, up to 15% at the doctoral level and 20% at the postdoctoral level. But you must already be enrolled in a doctoral program at a Canadian institution, or have done your doctorate there. A student still living in Cameroon is not eligible.
In Quebec: the PBEEE merit scholarships
This is probably the "excellence scholarship" many people are looking for. The Merit Scholarship Program for Foreign Students of the Fonds de recherche du Québec has a stream open to all countries, Cameroon included. For 2027-2028, it pays $20,000 CAD per year for a master's degree, $40,000 CAD at most, and $25,000 CAD per year for a doctorate, $100,000 CAD at most. The scholarship also includes an exemption from the higher tuition fees for international students and Quebec health insurance.
The route is precise. The Quebec university preselects its candidates until October 27, 2026, then the selected candidate submits their own application before December 2, 2026 at 4 p.m. Eastern time. Results are expected in April 2027. If you are aiming for this scholarship, now is the time to write to your future research supervisor.
The exemptions reserved for Cameroon
Quebec also has agreements with certain countries. The list published by Quebec's Ministry of Higher Education gives Cameroon 16 exemptions from the higher tuition fees: 8 at the undergraduate level and 8 at the master's level. The application must be recommended by the officials designated for Cameroon, the High Commission of Cameroon in Ottawa and the Ministry of Higher Education in Yaoundé. An application sent directly by the student to the Quebec ministry is not reviewed.
A scholarship does not always replace proof of funds
IRCC accepts a scholarship as proof of financial support for a study permit. But if it only covers tuition, you need other documents for living costs in Canada and travel. Outside Quebec, a single student must show $23,448 CAD per year for living expenses, on top of tuition. The details are here: /en/article/permis-etudes-canada-cameroun-fonds-2026
Fake scholarships
IRCC lists as a scam being asked for money to apply for a scholarship or to guarantee its approval. Applying for a scholarship usually costs nothing, and no one can guarantee you will get it. An "agent" who charges file fees for a "free" scholarship is profiting from your hopes. The warning signs: /en/article/arnaque-immigration-cameroun-reconnaitre
