What does a permanent residence application really cost?
The question everyone asks first, and the one rarely answered in full. Here is the complete picture: IRCC fees in dollars and what you will pay here in Cameroon.

Age matters for two things: the medical exam, whose fee changes by bracket, and biometrics, free for a child aged 13 or under.

What the credential assessment (ECA) is for, and why it blocks so many files
Your Cameroonian diploma means nothing to IRCC until an approved organization has written
what it corresponds to in Canada. Without this document, your years of study are worth
no points, and the profile starts with an amputated score.
📌 An assessment is valid for 5 years. Do it early:
it is the slowest document to obtain, because it depends not on you but on your university.

IRCC accepts only eight — five for all credentials, three reserved for one profession. From Cameroon, WES is the most used:
it works in French, accepts documents sent by Cameroonian universities,
and its report is recognized everywhere.

⚠️ For a physician, the MCC is mandatory, licence or not. The other two apply only if your occupation requires a licence to practise.
An architect employed as a project manager, a pharmacist in a position that requires no licence:
a general organization from the top list is enough. The licence decides, not the diploma.
The path, start to finish
How it works, concretely
Open your file with the organization
You create an account online, you pay, and the organization gives you a reference number.
That number is what your university must write on its envelope.
⚠️ Write your name exactly as on your passport. One letter of
difference between the assessment report and the passport, and IRCC asks for explanations.
Ask your university to send your documents
Diploma and transcripts for every year. The capital point:
the university sends them, in a sealed and stamped envelope, directly to the organization.
⚠️ A file sent by yourself is rejected. It is the most frequent
mistake, and it costs weeks: everything must be restarted.
The organization verifies with the institution
It writes to your university to confirm the diploma is authentic. This is the step
that takes time, and it depends neither on you nor on the organization.
⚠️ Follow up with your university. Many files sleep because
nobody over there opened the mail.
You receive the report
It says what your diploma corresponds to in Canada — “Canadian bachelor's degree”, “master's”…
That sentence decides your points. The report also goes to IRCC.
⚠️ Check the announced level before creating your profile: that is
what you must declare, not the name of your Cameroonian diploma.
What to plan for
How long, how much
The delay depends almost entirely on your university. Count several weeks,
sometimes several months — start there, not at the end.
The cost sits around CAD 250 to 300 depending on the organization and the type of report,
plus sending the documents from Cameroon.
Check the current fee on the organization's website: it changes.
💡 A second diploma can bring points.
A bachelor's degree and a BTS/HND count as “two or more credentials”: +8 CRS points for education
(128 instead of 120, without a partner), and +12 to +25 in skill transferability if you have
at least CLB 7 in all four abilities. This level requires two post-secondary credentials,
one of them of at least three years. If that is not your case, paying for a second assessment
will bring you nothing — the eligibility test tells you plainly.
And your employment letter — is it complete?
It is the other document that gets files refused. Check it in one minute.
French is the most profitable subject of an Express Entry file: it opens the
French-speaking category of the draws. The TCF Canada is one of the two French tests
accepted by IRCC — here is exactly what to expect, and what your scores are worth. The Prépa TCF topics come up again at the exam: working through all of them, in full, maximises your chances of facing, on test day, a topic you have already practised.
📌 The attestation is valid for 2 years. It must be
valid when you submit your application: take the test early enough to aim for the draws,
late enough to cover the whole process.

How it works, concretely
Book your session
In Cameroon, the TCF Canada is held at the Institut français (Douala and Yaoundé, via
TLScontact) and in the Alliances françaises of Bamenda, Buea and Garoua — with the
Ngaoundéré and Maroua branches. The registration links for every centre are gathered in
our Useful links. Seats go fast: book
several weeks ahead, and count about two more weeks for the results.
⚠️ Register with your identity document (national identity card
or passport), with your name written exactly as on your documents — it is the
same document you will be asked for on exam day, and the name IRCC will read.

The TCF is not something you “try”, it is something you prepare: the difficulty climbs fast, and the gap between
NCLC 6 and NCLC 7 comes down to a few questions. Work all four papers —
your lowest score decides your category.
⚠️ Special care for the written expression: it is
the paper that most often prevents a test from reaching its goal. Practise
writing in real conditions, with correction — not just reading model answers.
And the speaking paper is prepared out loud, under time limits.
Exam day
Arrive early, with the identity document you registered with. In the listening paper,
each recording plays only once — concentration is the hidden test.
⚠️ Leave no box empty in the multiple-choice questions:
there are no negative points, an attempted answer always beats a blank.

You receive an attestation with one score per paper. Convert them to NCLC with the
table above — those are the levels you will declare in your profile.
⚠️ A single skill below NCLC 7 closes the French-speaking category.
Retaking the test is often the most profitable investment of the whole file.

Find a notary or a licensed microfinance institution
A statement issued by an unlicensed institution weakens the proof of funds, and a notarised
deed gives its paper to every large deposit (gift, sale, inheritance: unexplained money is what
worries IRCC). Check here, before travelling.
Cameroon's notaries 68
The 2019 list of notaries holding an office, published by the National Chamber of Notaries
of Cameroon — the eight regions covered, with each office's address and contacts.
Licensed microfinance institutions 384
The list of licensed microfinance institutions, published by the Ministry of Finance
(as of 31 December 2025: it announces 385 institutions, its list details 384).
A note under the name flags institutions under provisional administration, that have ceased
operations or are in liquidation. The category says what the institution is allowed to do:
category 1 serves only its members, category 2 takes deposits from the public, category 3 lends without collecting.
Your regular bank is not concerned by this list.

🧭 The only rule that counts: consistency. Same version as the file, short and true answers, never an invention — the officer watches spontaneity, not recitation. And everything about housing must match the lease submitted.

The summons arrives
It lands in your IRCC account (and by e-mail), with the place, date and time —
the letter is what counts for everything. Tell us as soon as you receive it: we prepare
together, there is always time to do it well.
⚠️ Reply quickly and never ask for a postponement without a serious reason —
an ignored summons can close the file.
The day before
Re-read your own file — dates, amounts, addresses, names, and sort the
folder by theme. Scout the route: arriving early removes half the stress.
⚠️ Knowing your file is not learning a text: the officer
recognises recitation, and it plays against you.
During the interview
Direct questions, sometimes the same ones asked differently. Answer short and true,
from what you actually lived. Did not understand? Asking to rephrase is a right —
better than answering beside the point. If your spouse is summoned too, you may be
heard separately: your answers will be crossed.
⚠️ Do not fill the silences: saying too much always says too much.
Being honestly mistaken and correcting it beats a beautiful false answer.
Afterwards
The decision almost never falls on the spot: it arrives in your account —
acceptance, request for additional documents, or a procedural fairness letter.
The latter can be defended:
a file is not lost,
several of our clients received their PPR after a well-answered fairness letter.
⚠️ A delay after the interview is not a refusal. Change nothing in your
file without talking to us.
