No — and nobody can, because IRCC decides. Anyone who "guarantees" you a visa is lying to you; walk away. What we do guarantee is what depends on us: a solid, compliant and complete application, a points strategy that fits you, and a defence of your file all the way — including in response to a procedural fairness letter.
