Permanent residence in Canada: the requirements, pathway by pathway (2026)

Express Entry, provinces, Quebec, family sponsorship: what each pathway requires, the checks everyone faces, and the 730 days that keep your status.

There is no single list of requirements for becoming a permanent resident of Canada: each pathway has its own. Whatever the pathway, IRCC can refuse an application on health, security or criminality grounds, and you then need 730 days in Canada within five years to keep your status. Source: the IRCC pages read on canada.ca on November 1, 2026.

Which pathways lead to permanent residence?

The canada.ca page “Immigrate to Canada” lists Express Entry, provincial nominees, the Atlantic Immigration Program and the Rural and Francophone Community Immigration Pilots, Quebec-selected skilled workers and family sponsorship. The Start-up Visa and self-employed persons are shown as paused, and the caregiver programs as closed on their own page.

What does each Express Entry program require?

Express Entry is the system that manages three federal programs. The steps:

Federal Skilled Worker: CLB 7 in all four abilities, one year of continuous work experience or 1,560 hours in total, in the last ten years, in TEER 0, 1, 2 or 3, and secondary education. A job offer is not required, but it earns points. You also need 67 points out of 100 on the selection grid: language 28, education 25, work experience 15, age 12, arranged employment 10, adaptability 10.

Federal Skilled Trades: two years of experience in a skilled trade in the last five years, CLB 5 for speaking and listening, CLB 4 for reading and writing, no diploma. You need a valid full-time job offer of at least one year, or a certificate of qualification in the trade from a Canadian authority.

Canadian Experience Class: one year of paid work in Canada or 1,560 hours in total, in the last three years, in TEER 0, 1, 2 or 3, while authorized to work. CLB 7 in TEER 0 or 1, CLB 5 in TEER 2 or 3. No diploma and no job offer. These do not count: work while studying full time, self-employment (except for some physicians), volunteering, unpaid internships and unauthorized work.

Proof of funds is required for the first two programs. You are exempt under the Canadian Experience Class, or if you are authorized to work in Canada and hold a valid job offer. The amounts:

On its consultation page (dated April 23, 2026), IRCC says it is considering merging these programs and removing some selection factors, which could include the Federal Skilled Worker grid. These are options only: on November 1, 2026, its pages still describe the three programs.

How does the Provincial Nominee Program work?

Each province and territory sets its own criteria; Quebec and Nunavut do not offer this program. If you qualify for a provincial stream and for a federal Express Entry program, the province’s nomination adds 600 CRS points to your profile. If you qualify for the provincial stream only, a route outside Express Entry exists.

How do you immigrate through Quebec?

Quebec has a special agreement with Canada: you apply to Quebec first, then to IRCC. For skilled workers, quebec.ca describes an expression of interest in Arrima, a possible invitation, the application for selection, then the Quebec Selection Certificate (CSQ). With the CSQ, you send IRCC a complete application, police certificates included. Arrima, step by step:

Who can sponsor, and who can be sponsored?

The sponsor is at least 18, lives in Canada and is a Canadian citizen, a permanent resident or a person registered under the Indian Act. A citizen living abroad must show an intention to live in Canada when the sponsored person becomes a permanent resident; a permanent resident living abroad cannot sponsor.

You can sponsor a spouse (18 or older, married), a common-law partner (12 consecutive months of living together), a conjugal partner (an exclusive relationship of at least one year) and a dependent child (generally under 22 with no spouse). Sponsorship is not possible, among other cases, if the sponsor is in prison or must leave Canada, or, for a spouse, common-law partner or conjugal partner, if the sponsor became a permanent resident through spousal sponsorship less than 5 years ago. Parents and grandparents are marked as paused.

Which requirements apply to every pathway?

A person can be found inadmissible on grounds of security (espionage, violence or terrorism), criminality, organized crime, health, money (being unable or unwilling to support yourself) or misrepresentation (false or withheld information), according to IRCC’s page.

On health, the grounds are a condition that endangers public health or safety, or that places excessive demand on health or social services; some applicants are exempt. The exam is done by a physician approved by IRCC, not your own. In Cameroon:

A police certificate shows that you have no criminal record, or gives a copy of it. For Cameroon:

How do you keep your permanent resident status?

You must have spent at least 730 days in Canada during the last five years. The days do not have to be continuous. Some days abroad count, for example full-time work for a Canadian business, organization or government, or travel with a spouse who is a Canadian citizen. IRCC recommends keeping a travel log.

Falling short of that threshold does not remove your status automatically: you keep it until an official decision is made. Without a valid PR card, IRCC says to apply for a permanent resident travel document before returning to Canada by commercial vehicle.
